Full-Service Intelligent Mail

A USPS program requiring mailers to register their Intelligent Mail Barcodes with a Mailer ID and unique serial numbers, in exchange for per-piece and per-container tracking data.
Full-Service goes beyond a basic Intelligent Mail Barcode by requiring each barcode to carry a registered Mailer ID and a serial number that is not reused, plus electronic documentation of the mailing. In return, USPS shares detailed scan data back to the mailer for tracking and Move Update compliance.
It is the enhanced tier commercial mailers use to get visibility into large mailings, not something a single letter needs — a print-and-mail service handling many small orders may use it internally without it being visible to any one sender.
